ISA / FOSTERS WORLD MASTERS SURF TITLES 2003 (An ISA Sanctioned Event)New and confirmed dates:  April 15 - 20, 2003Location: New Plymouth (Taranaki Coast), New Zealand The ISA / Fosters World Master Surf Titles is a new and exciting event sanctioned by the ISA and organized by Surfing New Zealand.  It will be open to any surfer (men, women, kneeboard) over the age of 35 years and will not be reserved for past world champions or current top level surfers.  This event is an individual entry event, rather than a team entry event.  Entries will be on a first come, first serve basis.  It is envisioned that 300-plus surfers will come from overseas. The organizers plan to have the event website (www.masterssurfchamps.com) available online after October 1st, 2002.  This site will include the Entry Form and important information about the event. The ISA would like to congratulate SNZ and the event organizers for securing the support of 'Fosters International.' For further information, please email Lindsay Nelson at the ISA Head Office, lindsay@isasurf.org SOUTH PACIFIC GAMES 2003 - FIJIThe ISA Executive Committee is currently working on the sanctioning for the South Pacific Games 2003 in Fiji.  More on this subject will be included in the next newsletter. ISA MEMBERSHIPThe ISA Executive Committee has reviewed, explored, updated and improved its current member recognition procedures and 'good standing' requirements. By the end of September 2002, the ISA will be sending out (via email) an Activity Report Form/Questionnaire, which is to be filled out and provided to the ISA by each NGB of the ISA.  This completed form, along with payment of annual fees is required in order to be a member of the ISA in "Good Standing."  This form will be due every year. The following section is the new and updated requirements for a nation to become a recognized ISA member organization (NGB).This document is available on the ISA website and is for all candidates that have expressed interest in membership of the ISA.
REQUIREMENTS TO BECOME A RECOGNIZED ISA MEMBER ORGANIZATION (NGB):

Applying organizations might only be granted permanent membership to the ISA after two and a half to four years from their initial application, or until the Executive Committee is completely satisfied with supporting documentation provided by the applying member.

The following are the rules for new applying NGB's (National Governing Bodies) to the ISA.

1. Below is the list of required documents to be filed with the ISA by candidate NGB at the time of petition for recognition by the ISA.    a. A formal letter applying for membership to the ISA on their approved letterhead and signed by their elected President and another elected Director.    b. A copy of the letter from their National Olympic Committee or highest sport authority in their country, certifying that the applying organization is recognized as the sole governing body for surfing in their country.    c. Copy of the document that authorizes the organization to operate under the laws of its own country. Copy should be notarized, certifying that it is a true copy of the original.    d. A copy of the Constitution, and Rulebook if in existence.    e. List of names, titles and contact details of the organization Head Office and all Executive Committee or Board of Directors individuals.    f. Minutes of the inaugural meeting    g. Remit ISA Membership fee on the amount informed by the ISA to the applying organization.2. After all the above documents are received and approved by the ISA Executive Committee (EC), the EC will issue a letter recognizing the applying organization as an "Applying Member" of the ISA. After such decision by the EC of the ISA, applying NGB will start to receive ISA newsletters and will be allowed to participate in ISA events.

3. The NGB will remain as an "Applying Member" at least, until the next ISA BGM (Biennial General Meeting). If a candidate wishes to participate in an ISA event, all application documents must be sent to ISA at least 60 days prior to the date of the event in which candidate wishes to participate.4. Applying NGB will have to submit a detailed report on its activities up until the BGM when the permanent status will be examined and voted upon. This report must be submitted no later than 30 days before such BGM. The report shall include at least the following supporting documents and information supporting recognition:     a. Organization chart (covering national and all state/regional affiliates plus other affiliates).    b. National business plan showing promotional and event development plans and records for the sports of wave riding, surfing and body boarding for the following 24 months at least.    c. Financial statements of the organization, for the last two years preceding the BGM date.    d. Individual members total in all classes of membership, for example women, open, junior, masters (using ISA rulebook eligible age levels).    e. Photographs and moving images of events and other activities put on by the NGB.    f. Any media articles about applying NGB past activities.5. At the cited BGM, and upon approval of applying member’s application by the EC, ISA member nations will vote on the admission petition. If admitted, the applying organization will then become a "Provisional Member" of the ISA for another two years. (If the member’s application is not complete by this BGM or if the vote does not pass, said applying nation will remain an applying member for another two years).

6. During these two years as a Provisional Member, the NGB will have to produce additional proof of proper NGB activities including events, including AGMs/BGMs, elections of officers, holding of national contests, and provide annual reports as required in point #4 in this document.

7. If all requirements have been fulfilled, at the subsequent BGM, a vote will be held on the admission of the Provisional Member as the official ISA recognized NGB for such country, hence becoming a full fledged permanent National Governing Body (NGB) of ISA.

On September 12th, after the French Surfing Federation's Board of Directors meeting, the ISA Executive Committee received formal notice stating France's withdrawal from hosting the ISA World Surfing Games 2004. Their communication noted that their Federation did not have the necessary structure nor the human resources to assume the full responsibility of the application. The ISA Executive Committee would like to inform all ISA member nations (NGBs) that the bidding process to host the ISA WSG 2004 has just been extended and it's now open again. The ISA is looking forward to expressions of interest for the hosting rights of the 2004 World Surfing Games. The ISA encourages its members to seriously consider this opportunity as a very unique and rare chance to host the most prestigious team surfing competition in the history of surfing, and take the sport of surfing to the highest level in your country. The Games must be hosted any time between January 1st, and December 31st, 2004. The ISA believes that the running of such a celebrated and influential event enhances the appeal of the host nation as a world-renowned surfing destination for travelling surfers (very important matter when seeking financial support from Government, be it local, regional or national). The WSG also brings an economical boost for the host city and people, improves the host nations level of surfing and allows National Teams from all over the world to enjoy the waves, culture and people of your nation. Just the visiting surfers alone will be spending over $700 or 800 per person, resulting in several hundred thousand dollars infusion to your local economy. Most importantly, and starting in 2004, the World Surfing Games will no longer include the Juniors and Kneeboarders divisions, as they now have their own, separate ISA sanctioned events.  The new National Team size has gone from 15 to 10 athletes. This results in the event becoming more manageable by all parties. Secondly, each visiting delegation absorbs a large portion of the costs of the event ($25 - $28 per day/per person for accommodations, breakfast/dinner, and transportation). Overall we are talking here of an event with: - 200/250 participants, + 70/90 visiting coaches, managers.- 30 judges (mostly supplied at no charge by the visiting Teams.- Two Podiums.- Beach and Bite computer system or similar proven one.- Journalists and media from around the world visiting and producing news about event and country.- A unique opportunity for the selling of contest merchandise ahead, during and after the contest, inside and outside the country.- A chance to highlight your country's attractions to visiting surfers and beach lovers.- A sponsorship opportunity to main companies in your country, hence bringing their attention to your Federation's other events and programs. The ISA believes that there are several surfing destinations in its member nations around the world that are perfectly suited for organizing a large international surfing event such as the World Surfing Games. We are in need of serious people as this is a serious situation.The ISA sincerely requests that all members take a serious look at this unique opportunity to help our organization in this difficult time. This is your country's opportunity to put something back into surfing, the sport that has given you so much to you in the past.... Please express interest by a return email to lindsay@isasurf.org at the ISA Headquarters as soon as possible. Should you have any questions, please do not hesitate to contact Fernando fernando@reef1.com or Lindsay lindsay@isasurf.org  ISA WORLD SURFING GAMES 2002

On behalf of the International Surfing Association, Maile H. Aguerre, ISA Vice-President, attended the IOC's and ARISF's (Association of the IOC Recognized International Sports Federations) Annual General Meetings.  These meetings were held at the IOC Headquarters in Lausanne, Switzerland, from August 25 - 27th, 2002.While still in Lausanne, Maile received a letter from IOC’s President, informing the ISA that the sport of Surfing would not be considered for the Olympic Games in Beijing.

IOC’s reasoning was that "The Commission recommended that Rule 52 1.1.1 of the Olympic Charter be applied to the applications for new sports. This rule specifies "only sports widely practiced by men in at least 75 countries on 4 continents and by women in at least 40 countries on 3 continents, maybe included in the programme of the Games of the Olympiad"

She responded immediately in a hand delivered letter to Dr. Jacques Rogge, and to Mr.Franco Carraro, who is the President of said commission, saying that if that was indeed the only criteria keeping surfing out of the Olympic Games, then the IOC needed to reconsider their decision. Her reasoning being that the sport of surfing is practiced in at least 86 countries on all 5 continents by men and at least 57 countries on all 5 continents by women.On the 4th of September, the ISA received the response from Dr.Jacques Rogge.  He states that, " As I informed you on August 27th, the Programme Commission recommended not admitting Surfing to the Beijing Games in 2008.  On August 29th, 2002, the IOC Executive Board, after reading the conclusions of the report decided to confirm this recommendation.  I would like you to understand that this decision was also taken because the Olympic Games cannot grow anymore and their size must be controlled if we want them to succeed in the future." ISA Headquarters is preparing a complete appeal to be presented to the IOC. A full report on this matter will be in the next Newsletter.

AUSTRALIAINTERNATIONAL COLLEGE OF SURFING EDUCATION AND RESEARCHThe Southern Cross University joined forces with Surfing Australia to open the nation's first surfing college, endorsed by the sports governing body. This is great news for surfing as not only are there are good waves in Rio, but Brazilian Olympic Committee President, Mr. Nuzman is a known supporter of our beloved sport. The Confederacao Brasileira de Surf had a meeting with Mr. Nuzman this past Friday and was given his full support.Since 1995, when Fernando Aguerre and Maile H. Aguerre first met with Pan American Sports Organization (PASO) President, Mr. Vazquez Rana, they have been lobbying PASO for surfing's inclusion in the Pan Am Games (the second largest multisport Games). The ISA continues to lend its support to the cause of Olympic Surfing, including participation in the Pan American Games. The next Games to be held in Dominican Republic are the current focus of both PASA and ISA for inclusion, helped by the activity of the local Surfing Federation of the Dominican Republic.

Maile is the Head contact person at the ISA on this matter. She will be in charge of sending letters of support from the ISA. PRICE SA SCHOOLS CHAMPIONSHIPSAug. 24th - 25th, 2002 - St. Annes, St. Francis BayHosted by the EP Surfing Council and held under the auspices of Surfing South Africa Glenwood High School from Durban has won the Mr. Price SA Schools Surfing Championships, which were held in small but contestable surf at St. Anne's and Main Beach, Cape St. Francis.  A record thirteen schools drawn from provinces affiliated to SSA took part in the event and despite the inclement weather, there was good support for all the teams from a large crowd of enthusiastic spectators. The Mr. Price SA Schools contest is a team event and there are no individual winners, however a "Surfer of the Contest" award is made to one competitor who demonstrates good teamwork while producing a high level of surfing.  The award this year went to Chris Schitzer who was the inspiration behind Glenwood's victory. While there can be only one winner, there are teams that take part merely to represent their schools at a national tournament.  Some are strapped for cash, equipment and decent transport, but make the journey to the contest all the same. Report submitted on behalf of SSA by Robin de Kock, rosadian@iafrica.com SIDEWALK SURFER PROAugust 30 - 31, 2002, Valley of Waves, Lost CityAssociation of Surfing Professionals (ASP) Africa Pro Surf Tour (PST) Specialty Event This is the only inland professional surfing contest in South Africa and is one of only a handful of wavepool contests held around the world each year.  The sudden death format made for some exciting heats with the surfers getting only one chance on one wave to put a winning score together. Antonio Bortoletto of Durban won the Sidewalk Surfer Pro, edging out fellow Durban surfer Dane Patterson, who placed second.  Warwick Wright, the Quiksilver ISA Junior World Champion placed third with fourth place going to Justin Sanders. Report submitted by Robin de Kock, rosadian@iafrica.com 2002 QUIKSILVER SOUTH AFRICAN SURFING CHAMPIONSHIPSSept. 23 - 28, 2002 Victoria Bay, Southern Cape The 37th consecutive annual edition of the country's longest running surfing event will feature more than 200 competitors vying for honors and prize-money in eight individual categories.  The President's Cup, the most coveted trophy in local surfing, will also go to the provincial team whose members accumulate the highest points total at the champs.  The 2002 event will be hosted by Southern Cape Surfing Association and run by Surfing South Africa.  SSA General Manager, Robin de Kock is the event coordinator with Colin Fitch as the Contest Director and Cyril Nel as the Head Judge. Each of the eight provincial associations affiliated to Surfing South Africa are in the process of finalizing their teams after months of trials.  Their squads are in intensive training regimens to improve techniques, fitness and team spirit.
